The option to regenerate a task after X hours or Y minutes becomes available when you select recurrence pattern "Hourly"  (radio button on the far left side of the dialog box.)  Same for "after X months" or "after Y years": select the appropriate recurrence pattern first.

I'd like to see the "Regenerate task after completed" option to be more flexible. Just replace the hardcoded text "week(s)" with a dropdown offering the usual time periods. (minutes, hours, days, weeks, months, years). The lowest 1-week value is too long for certain tasks.
