I have a task with a set of constant subtasks that reoccurs
intermittently. Is there a way to create a template or something so
that I can efficiently add the tasks and subtasks without having to
retype the specifics each time I need them?

With the windows version this is possible. I'm not in front of my PC
but if you haven't located the instructions please reply.

In the windows Desktop version use the menu entry Task -> new from template...-> Navigate to the task that contains the subtasks you want to copy (that is your template) -> press Enter
