Unable to receive retained messages when subscribing to topic with wildcards

Other brokers such as Mosquitto will deliver message with retain flag set when a client subscribes to a topic with wildcards e.g. subscribing to # topic will deliver retained messages on all topics. Is this broker specific? Can RabbitMQ's MQTT plugin be configured to support that?
I have tried with and without QoS 1.
