MPIR 2.7.0-alpha10

I have uploaded alpha10 to the website.

This fixes some issues with Windows32 and an issue causing a problem with MPFR, due to the fact that we didn't define _GMP_IEEE_FLOATS for systems that use them.

Thanks to Case van Horsen for reporting the latter.
