Module removal proposal: XBL

Hello all,

Thanks to the hard work of many people [1] the source for the XBL
subsystem was removed from the Gecko tree earlier today [2].

Given that, I would like to propose that we remove the module at
https://wiki.mozilla.org/Modules/Core#XBL as well.

We could wait on this until XBL removal ships in an ESR build, I guess,
but I don't think there's a really good reason to do that. In the
unlikely event that we have to fix an ESR bug in XBL, I think we can
figure out who gets to review the fix (probably me...).

It's been a long road to get here, but I would like to also thank David
Hyatt, who created most of this code almost 20 years ago. The fact that
it survived for so long, with so few changes, while continuing to do the
job it was doing, has constantly amazed me.
