Intent to ship: CSS mask-type property

As of August 29 I intend to turn the CSS mask-type property on by default on all platforms. It has been developed behind the layout.css.masking.enabled preference.

The feature implementation was done with the following bug report : https://bugzilla.mozilla.org/show_bug.cgi?id=793617

WebKit and Blink implement mask-type as well and ship it since Chrome 24 and Safari 7.

The specification is CSS Masking Level 1, currently in CR.

Sounds good to me. The feature is small and self-contained, and has
been shipping without a flag in WebKit and Blink for more than a year.
