Intent to enable Push API on nightly/aurora

We intend to enable Push API on nightly/aurora for desktop. This feature
has been developed behind a pref (dom.push.enabled).
The W3C Spec is:

As announced, Chrome also intents to ship PushAPI:
https://groups.google.com/a/chromium.org/d/msg/blink-dev/UdGlL9PtBLo/HOZZ4sjV-QkJ
This feature was previously discussed in this "intent to implement" thread:

Bug to turn on by default:
