Intent to ship: application/json mime type support for OpenSearch Suggestions

In the draft OpenSearch specifications [1], there is ambiguity of the
required mime type for providing suggestions for search providers.

Currently, the Suggestions extension [2] specifies
"application/x-suggestions+json", however the example given in the main
specification uses "application/json".

Since subtypes of json are typically no longer used, it seems reasonable
to support both "application/x-suggestions+json" and "application/json".

Target Release: Firefox 63

Other browser support: Edge supports both, Chrome only supports
"application/x-suggestions+json" at this time.
