Intent to ship: ParentNode#replaceChildren

Effective 2020-05-27, I intend to land ParentNode.replaceChildren feature
in mozilla-central, on by default. This has not been developed behind a
preference, as both I and the reviewers believe this is a small change.
Status in other browsers is unimplemented.

Does this have appropriate cross-browser (i.e. wpt) test coverage?
