[Learning Area] CSS "Getting Started" end of life

Hello everybody :)

Thank you all for your help in our discussion on how to learn CSS on MDN.

It's time to move forward. To do this, I draft a plan about what need to be
done to have a better pathway into CSS on MDN:

In short I suggest to:

- Get rid of the CSS "Getting Started" tutorial and revamp it under a
"Learn CSS basics" section.
- Formalize a CSS key concepts section to organize articles we have on
MDN to make easier to identify them and link to them (however as they are
more than simple glossary entry, they won't be part of the glossary)
- Organize some old content under a set of CSS How-to articles
- Get the advance tutorials we have as they are (I only suggest a few
improvements and clean up)

So the question is: Does that suite you? Do you have other ideas or opinion?

If there is no objection, I schedule to start implementing that plan in the
next week.
