Windows Live Mail Sync error 0x8BAD0022

Can anyone help resolve this error? I've tried to remove and add a hotmail
account, but it is not synchronizing.

Is the Hotmail account accessible at ?

When accessing the above were you prompted to enter a string of characters to verify the account(it sets up the account inbox on
the server) ?
