"strong" in Wiktionary has the first two senses:
1. Capable of producing great physical force.
2. Capable of withstanding great physical force.
Other senses are related to one of these two, or are "carmi" or something else
(like the strong verb). Which of these two senses is "tsali", and what's the
other one?

I'd say 1 and "jdari".

vlipa can possibly be used for sense 1 (using the second reading "x1 is powerful in aspect x2 under x3"), but I'd call it a huge stretch. (Not quite a square peg/round hole, more like an octagon peg.) On the other hand, jdari fits extremely well for sense 2. Coupling the aforementioned with the fact that when I think "strong", I think of muscles, not steel plating, I'd go with sense 1 for tsali.

What about a strong rope?

As in tensile strength? I'd say that's definitely jdari.

On further thought, "tsali" can be either 1 or 2 depending on what goes in x2:

tsali lo ka lacpu. tsali lo ka catke, tsali lo ka darxi, tsali lo ka gunta are 1, but tsali lo ka sarji, tsali lo ka snipa, tsali lo ka bandu, or indeed tsali lo ka jdari are 2.
