form is not a document. It's rather a list. And you don't make it {mulno}. You just define values of fileds in it.
So the translation from English into logical English must be
"fill out a form" - "to define/assign (all) values of fields of {se tcidu}" (I really can't translate se tcidu to English)

My question remains. {mulgau lo papri} looks like a metaphor for me.

  But what you have just described is making something complete.  When something has holes, and you fill in those holes, you are completing it.  When a form has holes (blanks), and you fill them in, you are making it complete in the property of lacking no information  (mulgau lo ntoci  lo ka tolcau lo selvei)
