has [o], [ɔ]
in the IPA column for the letter o.

http://simple.wikipedia.org/wiki/Help:Pronunciation
http://en.wikipedia.org/wiki/Help:IPA_for_English
http://www.phon.ucl.ac.uk/home/wells/phoneticsymbolsforenglish.htm

I can't find an IPA symbol [o].
They have a [ɔː].
[war] is a merbau/gliglibau word that uses [ɔː] according to:
http://dictionary.cambridge.org/dictionary/british/war

Dome for gliglibau: dəʊm
Dome for merbau:
doʊm
http://dictionary.cambridge.org/dictionary/british/dome

I meant to point out that
http://lojban.github.io/cll/2/2/
says: “o” as in “dome”

It then seems like the correct IPA symbols are: [əʊ] and [oʊ]

No, the sound is NOT to be pronounced as a dipthong.  It is the pure vowel sound as in the Spanish or Italian "o"

What is a common word that uses this sound in Spanish or Italian (that an English speak might recognize)?

hola ("O-la")  But if you are worried about how it sounds, you can play the sound right from the wikipedia page I pointed you to, just by clicking on the speaker symbol

Thank you.

I'm working on a pronunciation table; and I want to use example words with the actual sound in them.
