1. The MassDOT Traffic Office has compiled a spreadsheet of Top 2007 – 2011 Bike-Ped locations by various methods for the Massachusetts Bicycle & Pedestrian Advisory Board: The current methodology for determining the top ranked communities has been to examine crash test data (which is in complete) and utilize EMS ambulance data statewide (5 measures are included). MassDOT wants to fund and train police to collect information on infractions to determine areas in need of attention. If training feedback and results are positive, the program would move to other communities. MassDOT would also like to measure policy objectives, such as measuring mode shift changes from increased safety efforts.

The five measures:
1. RANK Based on proportion of non-PDO non-motorist crashes to all crashes.
2. RANK Based on total crashes (non-PDO crashes) 2007-2011.
3. RANK Based on total crashes (EMS average 2012-2013).
4. RANK 2007-2011 Crashes per 100,000 population (2010).
5. RANK
Average
Annual Non-motorist crashes / 1000 annual healthy work trips
to/from
work or home.
The Rank of RANKS simply adds up the five individual ranks for
each score to
give a composite score.
PDO
is Property Damage only
(non-PDO = injuries/deaths).
EMS is for ambulance response to crashes.
Healthy work trips are trips to work that are primarily by
walking, transit, or
cycling.
Lexington has specific characteristics that may skew the rankings on any particular measure. Examples include a high incidence of crashes on Routes 2 and 128, and the high volume of non-Lexington bike traffic.
