The article I was thinking of and couldn't find quickly on my phone
about creativity in elementary arithmetic education was "Why Do
Americans Stink at Math?" by Elizabeth Green for the New York Times

The bit I remembered was the "13-9" bit (not "13-6" which was my
guess), and there were only two ways of solving it listed as it turns
out: subtraction-subtraction (9-3=6, 10-6=4) and subtraction-addition
(10-9=1, 1+3=4). But the theme I was trying to get at runs through a
lot of the article.
(Also, trigger warning: if you had a really, *really* crappy time in
math class in school, you might want to brace yourself, because
reading the article may bring back bad memories.)
