Updated typescript/nodejs rules in kubernetes/test-infra may require a manual fix

Our typescript and nodejs rules for the test-infra repo recently changed in a way that may require fixing manually.

If you're experiencing problems building prow/gopherage/triage and/or errors in typescript try the following fix:

rm -rf ./node_modules && bazel clean --expunge && bazel test //...
