Exception request for "moving SCTP support to beta" in 1.19 - enhancement exception

Hi,

I would like to request an exception for the "move SCTP support from alpha to beta" process.

Enhancement name: SCTP support for Services, Pod, Endpoint, and NetworkPolicy
Enhancement status (alpha/beta/stable): alpha, moving to beta in 1.19
SIG: network
PR #’s:
e2e test PRs (merged):
Periodic test execution (merged): 
Additional time needed (in days): All planned tests are merged and executing periodically, and now its state fulfils the requirements at https://github.com/kubernetes/enhancements/blob/master/keps/sig-network/0015-20180614-SCTP-support.md#alpha---beta-graduation No other additional work is planned for beta.
Reason this enhancement is critical for this milestone: SCTP support is in alpha state since 1.12. The importance of the protocol increases as 5G networks uses it as a basic protocol.
Risks from adding code late: we added new e2e test cases only, no new functional code is added
Risks from cutting enhancement: SCTP cannot be used in managed K8s clusters where alpha features are not activated

An additional note; all the tests were written and ready to merge weeks
ago; it just took us a while to wrangle the approvals (and I was
confused about which deadline we had to get things merged by...)

Also FTR note that OpenShift enabled the SCTPSupport flag by default for
all users in OpenShift 4.3 (released in January) and we have not run
into any problems.
