Changing SIG leads

Hi all,

I would like hand off my lead of this SIG to Frederic Branczyk.

If you attended meetings over the last few months you may have realized that he already lead them along with Piotr.

Thus I hope that this is relatively un-contentious decision but of course everyone is invited to raise concerns or propose alternatives.

Let's discuss this during the next meeting and make if official if everyone agrees.
