Chair and tech lead changes

Hi everyone,

As Piotr shared on the mailing list, he is stepping down from the chair and tech lead role, so we are looking for a replacement. At the same time, we discussed organizational changes that we would like to make, in yesterday's SIG Instrumentation meeting [1]. The change we are making is that like sig-apimachinery we will be adopting the chair and tech lead role to be filled by up to four people, instead of two people each filling both roles. I will be filling a tech lead role only going forward, instead of chair and tech lead, but should we not find enough people to fill the chair role I would be leaving behind, then I am also happy to continue to fill both.

In that sense, we are looking for potentially filling spots for up to:

* 2 chair roles
* 1 tech lead role

In order to nominate someone or yourself please post publicly on the SIG Instrumentation mailing list and should someone else nominate you, acknowledge that nomination, to signal that you would be interested to fill the spot, should you be elected. When nominating, please ensure that nominations are aligned with our governance, specifically:

> Members MUST be community members to be eligible to hold a leadership role within a SIG.

Piotr has already nominated Marek Siarkowiz (@serathius). This nomination has been acknowledged. The deadline for nominations is 23:59 UTC February 28.

Once the list of nominations is final, SIG Instrumentation members will be casting a secret vote on nominees, as requested by a member. The exact process will follow with the list of nominees. As such please ensure that if you are an active participant of SIG Instrumentation, that you are on the team tracking list, so you will be eligible to vote. In the same process we will be pruning the list in order to ensure memberships are according to our governance, specifically:

> Members of a role SHOULD remove any other members that have not communicated a leave of absence and either cannot be reached for more than 1 month or are not fulfilling their documented responsibilities for more than 1 month.

Should there be any objections to anything mentioned above, please raise your objection before the nomination deadline in form of a reply to this thread or privately to Piotr or myself.

To clarify - my nomination for Marek was before the responsibilities split we discussed. With this taken into account, I'd like to nominate Marek for the Tech Lead role.

I'd like to nominate Elana Hashman for one of the chair roles. If she is interested in it, I think she would make a terrific chair :)

I'd like to nominate Han Kang (@logicalhan) for one of the Chair roles.

Han has been working on sig-instrumentation for quite a while and did terrific works.
- Led Metrics Stability Framework effort, he proposed several significant KEPs and he has also led the implementation and maintenance:
    1. Kubernetes Control-Plane Metrics Stability
    2. Metrics Stability Migration 
    3. Co-author of Metrics Validation and Verification
    ...
- He also encourages and inspires new contributors to join the sig works. He splits tasks to the new contributor and guides them to start.  
- He is an active reviewer across all sigs of Kubernetes, he always gives people fantastic comments from his professional perspective.

Just to make sure we're not missing anyone, I know David Ashpole (Google) has done a lot of work on tracing as well as cadvisor metric deprecation and replacement.

David, would you be interested in a nomination for the TL role?

Hi everyone,

Recapping from all replies, it seems like all nominations were acknowledged and we received:

* Marek Siarkowicz for Tech Lead
* Elana Hashman for Chair
* Han Kang for Chair
* David Ashpole for Tech Lead

As we have 2 Chair roles to fill and 1 Tech Lead, it seems there is no vote necessary for the Chair roles, Elana Hashman and Han Kang will become our new Chairs. If there are any objections to this please raise them as soon as possible.

This leaves us with a vote to fill the Tech Lead position. I will get the CNCF to setup the vote for us and send out the instructions as soon as that's done. As mentioned previously, anyone part of the sig-instrumentation team will be eligible for vote: https://github.com/kubernetes/org/blob/master/config/kubernetes/sig-instrumentation/teams.yaml
