OWNER cleanup feedback

Hey there contribex,

I wanted to get some feedback on moving forward with an OWNER clean up of the kubernetes/kubernetes repo.

This started out a few months ago in https://github.com/kubernetes/kubernetes/issues/76269
when Dims compiled a list of folks in owners with no devstats recorded activity for the past year.

After some other offline conversations; it was generally decided to push back to a baseline of no activity since January 1st, 2018.
Devstats itself isn't completely accurate, so each person was additionally vetted by hand.

This was tracked with some details in this spreadsheet:

For a little context, the sheet breaks down like this:
1st sheet (kubernetes-repo) - owner file break down with a color coded list of potentially inactive owners
2nd sheet (inactive members) - list of potential inactive owners with notes regarding activity (hand vetting)
3rd sheet (approvers) - groups together OWNER files into logical 'PR groups' based on common approvers.

With that, it comes out to:
- potentially removing 32 owners
- touching 55 OWNERS files across 19 PRs.


Current approvers will still get a chance to review and suggest if folks should be kept, bumped to emeritus status etc.

Ideal timeline would be send notice to k-dev+1 week, send out the PRs, and aim to have them merged within the 1.17 release cycle.

All feedback I believe has been addressed.

I'll send the notice out to k-dev on Monday pending any pressing changes over the weekend.
