Remove unused org-wide github labels

Hi all,

You just knew I couldn't stay quiet about GitHub labels for long.  Let's get rid of a number of unused org-wide labels.  Lazy consensus: please raise objections before Wednesday 3pm PT.

The labels that will be removed are the following:

- status/*: release team isn't using these

- queue/*: mungegithub is gone, tide doesn't honor these

- retest-*: mungegithub is gone, tide doesn't honor these

- cherrypick-candidate: mungegithub is gone, no release branch manager used this
