[ANNOUNCE] SIG PM Retirement

Hi kubefolx,

Over the past few years and definitely within the last few cycles, we've seen a lot of items that were aspirational for SIG PM Chairs take root in other groups.

Given that, we're making the decision to turn down SIG PM.

Some of the ideas we've discussed in the past and where they live today:

• Project Management / Issue Triage: shared across all governance groups, the Release Team's Bug Triage subteam and SIG ContribEx
• Usability: SIG Usability
• External Communications: both the Release Team's Communications subteam and SIG ContribEx's Upstream Marketing subproject handle this
• CNCF End User Comms: handled in the newly-chartered CNCF SIG Contributor Strategy

That leaves the Enhancements subproject (and the KEP process), which you know (and hopefully love) us for. :sweat_smile:

I've discussed with the SIG Architecture Chairs and we're planning to move the Enhancements subproject back to SIG Architecture.

As we've seen KEPs as a major part of Release Team since 1.14 and being iteratively improved by SIG Arch reviewers/approvers and members of the PRR (Production Readiness Review) subproject, we propose the following subproject owners:

• John Belamaric (SIG Arch Chair + PRR subproject owner)
• Stephen Augustus ((soon to be Emeritus) SIG PM Chair + current Enhancements subproject owner)
• Bob Killen (1.17 RT Enhancements Lead)
• Jeremy Rickard (1.18 RT Enhancements Lead)
