You know how there's gettext for handling internationalization and localization and there are neat editors such as Poedit...

I was wondering if there's something like that for handling values/strings.xml when developing android apps.

I suggest you give POEditor a try. It's a very user-friendly online localization platform that works great with .xml and is ideal for crowdsourcing a translation team.
