With AtoM, we do have a Vagrant box, which can be used with VirtualBox to install a test version of the software locally on any computer. You can find instructions for its use here: https://www.accesstomemory.org/docs/2.0/admin-manual/installation/vagrant/#installation-vagrant
In general for installation, we assume that the person running the installation will be a system administrator who is familiar with some basics - this is because installation is a very difficult thing to provide generalized instructions for, as it will depend very much on the particular installation environment of the user, and we can't cover everything. Fortunately, there is a wealth of information available on the web, and for some of the more generic questions about system configuration, permissions, memory allocation, I suggest you find out all the details of your particular installation environment (type of system, type of OS, amount of memory, etc) and do some searching for tutorials on this.
If you intend to install the software on your own server, I strongly suggest you have someone (e.g. a system administrator) on hand who can offer technical support. If you do not have access to such a person, you might want to consider an external hosting provider who can handle the technical aspects for you and offer support when you need it. In the meantime, for ICA-AtoM and windows, I've found a few resources that might help you.
In the following posts made earlier in our user forum, I have rounded up all previous suggestions about using ICA-AToM with WAMP on Windows that other users have reported helping them - please take a look, and try following some of the suggestions there:

If you are using XAMPP instead of WAMP, some of the suggestions above may still apply, but I would also suggest searching for XAMPP in our User Forum. We also have some basic XAMPP installation suggestions for ICA-AtoM here: https://www.qubit-toolkit.org/wiki/Xampp_installation - remember, we do not regularly test for installations on non-Ubuntu installs! Hopefully other members of our community can help you out.
Different community members have also made the following YouTube videos over time, to help with WAMP/XAMPP installs:
In terms of Debug mode, if you have AtoM correctly installed, it can be used on any system - it is a matter of changing the URL of a page. for example, if you are looking at a description at an address like this:
http://my-atom-site.example.com/my-description
..then you can put the page in debug mode by adding qubit_dev.php before the slug (or permalink) at the end, like this:
http://my-atom-site.example.com/qubit_dev.php/my-description
This will give you a more verbose error report, that will help a system administrator figure out the source of the problem. More information here: https://www.qubit-toolkit.org/wiki/Debug_mode
