Interesting little bug you've found there! I've managed to reproduce it in our development environment. The developers tell me there is no apparent or known reason why a user *shouldn't* be able to delete the page. My guess is that, as one of the default pages that comes with AtoM, there's likely some kind of permissions mixup.
A less risky workaround - what if you just used the Admin > Manage menus option to remove the link from the Quick Links menu? Technically users who know the URL and type it directly into the browser will get there... but I've noticed that you can still edit the page, so even in this rare case, you could customize the content for your institution. That way you don't have to mess around with the database.
