cookbook now has RSS feeds

I needed a bigger hammer to quickly seek & destroy spam on the
cookbook, so I added RSS feeds.

Hopefully this makes the cookbook more useful for everybody.

I also took the unfortunate step of requiring new users to be
moderated. Please ping me if you post something on the cookbook and
it doesn't get approved in a timely fashion. It'd be nice to get
some help moderating the cookbook, so if you're a regular RSS user,
trustworthy, and willing to help, let me know.
