Which version of the CMS are you using?
There have been a few fixes concerning (startup) lock management, released with
CMS 7.9.8 [1]
If you are running an earlier version it might be best to upgrade.

I am using Hippo CMS 10 . Mostly such long cargo up happens when target is already present and i restart the mvn -Pcargo

Without more concrete logging info it is difficult to tell which lock your
startup is stuck on, so I'm for now 'guessing' it might be related to the following:

The known/fixed issue I referred to before also is fixed for
hippo-repository-2.28.00, CMS 10.0.1 (FCS), see [1].

In case you are stuck on that specific bootstrap initialization lock, you can
manually try the following to remove it:

- start with -Drepo.bootstrap=false
- in the console, browse to /hippo:configuration/hippo:initialize/hippo:lock
there is a menu option to unlock that node; use it
- restart with -Drepo.bootstrap=true
