Problem with bootstrap

Hi,

I'm trying to install Cf-Engine on a local VM. The policy server is in
an outside datacenter, and the only access to it is through a local ssh
tunnel.

Hosts file has:

127.0.0.1 cfengine31.local


When I run:
cf-agent --bootstrap cfengine31.local

it thinks it is a policy server since the cfengine31.local resolves to
localhost


How can I get around this?
