No, then it would be blinking constantly. It blinks once only when I switch spaces.

Could it be that this is some artifact of icons in the menubar which allow animation? I think I've seen similar behavior with Davmail[0] which lets its icon blink on proxy activity.

While I can replicate the menu icon blinking out and back in when I
switch between spaces, Im afraid I don't have an answer on when it
will be fixed. It likely happened when we switched to using core
animation to power the rollup pulse, but I don't know the specific
cause or fix.
