Can you clarify what you mean by a "topic"? Do you mean a notification?

If so can you get a screenshot of these notifications for us to try to figure out their source?

Perhaps that request is from your Security Prefs Panel. Does the dialog suggest you make changes in your Security & Privacy Pref Panel, specifically in the "Firewall Options…" section. That's where you list apps/processes that can have more or less access to incoming connections.

There should be a third button saying something like "Always Allow" BTW.

Are you using by any chance a network monitor or firewall like Little Snitch ?
This seems very familiar with this kind of software...
