Missing Browser Scroll Bars

Hi,
I'm working on an application built with Uibinder. The screen consists mostly of a DeckPanel, each visible surface of which contains an HTML table with Uibinder widgets in each cell. Most of the child Uibinder widgets consist of a Grid, and perhaps one or two buttons. The Grids are generally re-sized when data is loaded.
My problem is that the browser never shows any scroll bars, event when visible components run off-screen at the bottom or right. This happens in both IE8 and Firefox, even when I reduce the browser window to about the size of a postage stamp.
Can anyone suggest a cause, and better still, a solution?
