You can check out the mobilewebapp sample in the GWT repository. It switches views based on the device (desktop, phone, desktop). The business code in the presenters remains mostly unchanged.

You can use GWT, GWT support Responsive desing(Apply the bootstrap css to the GWT widget,do your layout with HTMLPanelFlowPanelSimplePanel).
