the behavior is quite strange, in normal condition, if press F12 in IE8 or FF13, a debug window will be shown.
But if DialogBox is shown (Dialog.center()), then even press F12, the debug window cannot be shown.
why will this happen?

I believe you're using a modal DialogBox: https://code.google.com/p/google-web-toolkit/issues/detail?id=6455 and more specifically https://code.google.com/p/google-web-toolkit/issues/detail?id=5006
