Google Plugin for Eclipse

Recently installed the Google Plugin so as to use Window Builder in my
Java code. I tried going through the Stock Watch tutorial, but when I
try to open a project there is no Window Builder on the project list.

I checked the Eclipse Installed software and it lists Window Builder
Core, CSS, XML 1.2.0 as being installed.
The Web Application projects are available, but how do I get the
Window builder functions?

The Google Plugin for Eclipse includes a simplified version of GWT Designer that does not include any project (or New Wizard) options. Those are provided by GPE itself.

You will need to install the full version of GWT Designer to see any of its wizards. You don't need them, however. Creating a Web Application project using the GPE is all you need to do.
