Active tab on tab panel not being highlighted.

I have a GWT 2.3.0 application and when run in the debugger the active tab of a tab panel highlights when that tab is selected. However in the deployed application it does not highlight. Not sure what to look at. Any suggestions? (This behavior is the same across browsers.)
