Image as a Background

Is it possible to set a custom background image using this API?
Basically we're trying to create an interactive office map where we
have a static image of the room with dynamically drawn status
indicators overlaying the image. Any ideas on how to implement
something like this using the API?

As I recall, there isn't any way to set a background in the charts API, but I think the charts have transparent backgrounds, so you should be able to use CSS to position an image underneath the chart.  I haven't tested it, though.
