I'd like to use the Visualization API but I don't think my employer
would approve of sending the data out to a 3rd party. So the question
is, does the data that I provide get uploaded to a google server or is
all processing done on the browser?

Most (if not all) of the interactive charts process all data in the client's browser; nothing gets uploaded to Google or any other 3rd party. See the Data Policy section for the charts you are interested in using to be certain that the ones you want are safe; ex, for Bar Charts: http://code.google.com/apis/chart/interactive/docs/gallery/barchart.html#Data_Policy
