I would like to use Visualization API for a SaaS comercial use. Is
allowed? What are the restrictions?

The API is free for usage as long as you keep up with the program policy (http://code.google.com/apis/chart/interactive/faq.html#policy)

Bare in mind that you cannot download the code and have to use it online.

Hello. The FAQ says that Commercial Use is ok and refers to the Terms (http://code.google.com/apis/chart/terms.html) but there is no information there on Commercial Use.

I want to know if I can include Google Charts and Visualization APIs in my SaaS product. Do I need a developer key? Can I use the same one? Is there limits to the hits I can make to google servers? I don't want to have my clients without Graphics from one moment to another, so I would love to see more specific information on the Terms for Commercial Use.

Yes, but the Terms of Service page is broken, as stated before. So I cannot see the terms on commertial use.

The TOS page is in fact not broken. It includes a link to the new "Google APIs Terms of Service" and a one liner deprecation policy. That's it. No mentioning of commercial use means no restrictions on commercial use.
