How many API calls are too many?

In the terms is the following text:

Google may set limits on the number of API requests that you can make, at its sole discretion. You agree to such limitations and will not attempt to circumvent such limitations.

This is fair and reasonable. But there's no definition. I want to develop a dashboard view that would use a number of charts from Google's API here. If I get too many users running on it, what happens? What's that magic number?
