In the Debian project, we are wondering if a proposal mainly focused on packaging would be eligible.
Such an hypothetical proposal could look like:

Migrate all Ruby packages to Ruby 2.0

The goal of this proposal is to achieve the migration of Ruby packages to the latest version of the Ruby interpreter, Ruby 2.0.
The student will:
- determine a migration plan together with the members of the Ruby team
- adapt the packaging tools of the Ruby team to support Ruby 2.0
- modify the 262 packages maintained by the Ruby team so that they support Ruby 2.0.
It might be necessary to modify the Ruby code itself in case of incompatibilities, in collaboration
with the upstream projects. Some tools might be developed to partially automate the process.

We saw that documentation work was excluded, but packaging work, even if it's not pure programming, is clearly deeply technical work.
Of course, we would make sure that proposals aim at achieving a clearly defined and measurable objective, similar to the above example.
