Billing Service requests

I'm developing a v3 app and started noticing yesterday a request
showing up in my network traffic stream for
http://maps.googleapis.com/maps/api/js/BillingService.RecordBillingEvent?...
any time I load the page.

I'm aware of the api limits and I shouldn't be coming close to
exceeding any to either the maps api or the fusion tables api (which
I'm also using). I'm also not getting any "Quota Exceeded" responses
anywhere. I don't have a premiere account, but this is also not a
commercial use of the services.

Can anyone fill me in on this change and whether I should be worried?

I'm getting the same BillingService.RecordBillingEvent calls on maps v3-- I'm also curious what this means.  My site is still in development, running only on my dev machine.  Thanks
