Error while changing ACL for pdf file

Hi, I am getting this error when I try to change owner of a pdf file
on google document using acl feed. This thing works well when the
document type is document/presentation/spreadsheet...

I am seeing the same thing in EDU edition,

I also confirmed that Change ownership isn't available as an option from the native google docs UI either.
As far as i know there shouldn't be such differences between a Business edition and an EDU edition.
Hopefully this is just an edition type configuration and google can address this swiftly.

Hi,

You can't currently change the owner of files if you're not on a Business edition domain.  We're going to remove this limitation very soon, but I can't give a public date yet.

Is this limitation still in effect?  I'm getting these errors on an EDU domain for pdf files and other non Google files.  (Is this related to domain transition state?)
