I mean just like what we can do in "options"--"under the
hood"--"Languages and spell-checker settings" --"languages and
input"--"Display Google Chrome in this language" in chrome.
Can we do the same in chrome-frame? For example I want to change the
language to chinese,so that I can make the google translation bar
"always translate English to chinese".
My IE8 is in English version, and because the version of my win7 is
"home premium",I can't change the language of my IE.
Thanks!

Google Chrome Frame respects Google Chrome’s “ApplicationLocaleValue” Group Policy setting.  Try setting that to your desired locale (e.g., "zh-CN" or "zh-TW"), then close all IE windows and then load a page and see what happens.  I believe that the context menu on a page rendered in Google Chrome Frame will be displayed in the same language.
