If you access link http://chart.googleapis.com/chart?cht=p3&chs=250x120&chdl=a|b&chco=00affF&chd=t:687,127
you will find that is a half half pie

I am not very sure what's wrong with it, I need help, thanks

For some obscure reason, you need to indicate the 'scale of the data
set' – any number bigger than the biggest pie will do, e.g.
&chds=0,1337

http://chart.googleapis.com/chart?cht=p3&chs=250x120&chdl=a|b&chco=00affF&chd=t:687,127&chds=0,1337

Convert your pie chart to a proportion (i.e. out of 100) and you'll get the result you need. This issue has been around for over a year for me.
