Token invalid - AuthSub token has wrong scope in multidomain get all users api

Hi,
I'm developing market place app, in one of the scenarios i need to get all customer users including subdomans, for that i use multidomain API and call
https://apps-apis.google.com/a/feeds/user/2.0/<domain>?xoauth_requestor_id=<primary_domain_admin
unfortunately this return error message "Token invalid - AuthSub token has wrong scope"
 in a manifest scope is defined as follows

https://apps-apis.google.com/a/feeds/user/#readonly

what do i miss?

Currently we do not support two-legged OAuth for multi-domain API. We are aware that this is a most requested feature. This issue can be tracked here. Please bear with us.
