Index Quota at 100% (200) and not being credited after vacuum_indexes

I used up all my index quota in an experiment and then reduced it back down to 7. After updating everything and issuing a vacuum_indexes successfully several times, I'm still at 100% of my index quota. Dashboard shows no indexes built at all.

What's my recourse here? Is this still a bug? Is there a workaround? I'm stalled in development!
