Massively concurrent contentions consumed all my quota

Normally it would only consume $40-$50 per day, but yesterday it consumed all my $250 quota.

The budget setting is stuck, which can't be updated to avoid the outage.

Someone please look into the issue. The app id is: pe-server5, error rate was 95%

The same problem is also spreading to pe-server7, error rate is 45%
