Billing issue - Awaiting Recurring Charge Cancellation

Hello,

I have an appengine application (appid: theunclassroom). We wanted to change the billing admin for the account but the disabling of billing is taking quite a long time (around 1.5 days already). Would really appreciate it if someone from Google could help expedite the process so we can add a new billing admin and re-enable billing. Ideally, it would be nice if this process did not take 7 days to complete - I can file an issue for this if required. Also, how should we change the billing admin without disabling billing in the future?
