Deployments failing during "Cloning application files" (Python)

Recently my deployments have started to fail frequently during the "Cloning X application files" step. Usually I can get the deployment to succeed by rolling back and deploying again, but I'm not sure why it started happening. I'm at around 1100 application files right now.
Is this a client-side or server-side issue?
